Buy a workflow, not a number alone
A high application count is useful only when the jobs fit. Ask how the service filters roles by title, seniority, location, compensation, work arrangement, and exclusions. Find out whether it applies directly to employers, through job boards, or both. A target of 100 forms submitted to poorly matched roles can consume attention without advancing the search.
Get the counting rule in writing. A found role, a started form, and a completed employer submission are different things. Also ask what happens when a form requires information the service does not have.
